Jill - I looked it up on the website to read about it. This means it should not be left to soak for a long time in wool wash. They recommend that you rather wash it carefully by hand. It seems that they disagree with allowing the wool to soak for the 20 to 30 minutes for wet blocking.
I have never even paid any attention to this on the label. It soaks fine, handwashes fine and it works in Norwegian washing machines on the wool setting. But it might be because it looses colour too?
